Perception is all about how things are seen and processed. At first look, it appears the man is standing on top of the shoulders of the man below him. Upon further review, the man on the bottom was holding up the billboard wood for mounting and the man on top was standing on a scaffold to attach the sheet. Sometimes perception in life is judged on first look instead of seeing the whole picture as well.
