Security

They sure take security to a higher level here. The windows and doors to our apartment have bars on them. You can lock up to 3 padlocks on the door frame. It is a bit of a fire hazard as you would have to unlock the padlocks to get out in case of a fire. A trade off for personal security. I also saw this massive lock on the back of a moped wheel. It has not seemed to bad down here to me. An ounce of prevention seems to be worth a pound of cure down here. ( or a few pounds of rebar)
